Configure Outlook 2003 with Publisher

Installed Outlook 2003 but when I use Publisher 2002 and then click to email
a flyer from Publisher it says "cannnot mail because part of the mail system
is missing." When I reinstall Outlook and Publisher I receive the same
message?
