Configuring Outlook from 'No Email' to 'Workgroups'

The office assistant says to change in outlook
tolls 'Mail Service' but I don't have this option - any
ideas why not?

"No Email" mode is "Internet Mail Only" mode with no mail accounts added. It
does not support services the way Corp/Workgroup mode does. If you want to
add an email service, you would use the Tools > Accounts... command. If you
need to change to Corp/Workgroup mode, look here:
