XP does not have a mode, only Outlook 98 and 2000.
If you upgraded to Outlook 2002, you probably were using IMO in 2000 or
earlier. Since that mode does not use the Outlook Address Book Service, it
was not installed during the upgrade.
Go to Tools->Mail Setup->Email Accounts->View or change existing
Directories. If you do not have the Outlook Address Book service installed,
back up one step and install it. Close Outlook and reopen. Your contacts
should now show when you click on the TO: button.
Also, ensure that all of your contact folders (such as sub-folders) are
marked to show as Outlook Address Books. (right click on the
folder->properties->outlook address book tab.)
