Convert TXT file to PEM file

How can I convert a TXT file to a PEM file? Now when I open it it opens with
notepad and when I try to save as all files it does not convert to Pem
..When I downloaded it it downloads as a TXT file but it supposed to download
as pem.

Then I would suggest you find some sort of a support group that specialized
in PEM files. It's not an Office format and you will be more likely to find
an answer if you are dealing with PEM users.
