Could not find server port 80 or 21

I have had a site up for 1 and 1/2 years now that I designed and published in FP2000. I have no problems with it. However, within the last four months I have designed and published two more sites using another host. I have not been able to publish or modify these sites from the computer I designed them on (same as other site hosted somewhere else) or any computer on our network
I have spent countless hours on the phone with various tech supports, ISP, etc, etc. I have spent hours in the office working with our host's technicians. Still to no avail I have to save my changes to disc and hand carry them to my host
Here's what's happening
I can pull the sites up on the web. As soon as I try to edit or do an upload it will ask me for my user name and password. Once I type them in and click enter it gives me a FP error that reads "Could not find a web server at www.walkercars.com on port 80 (If I try a normal online edit) or 21 (if I try using the ftp publish funtion of FP2000). Once this error comes up I can no longer view on the web any sites hosted by this host until the next day
No, I do not have Yahoo's IM installed on any of my computers
Please Help me resolve whatever issues are going on.
