Could not uninstall Office home and student before loading new os

I bought office home and student 2007. It has license for 3. On one of the
pc which was licence, I had to reinstall the operating system before I could
uninstall the application - I had to reformat the hard drive - How do i
regain the license so I can re-install the Office home and student on the
newly built pc?

The licence is for 3 PC's not simply 3 installations.
Reinstall & use phone activation if online fails.
