Cover Page - Use "Next Page Break" rather then Page Break

I have created and saved a Build Block Cover Page, is it possible to have it insert a "Next Page Section Break" rather than a "Page Break", which enables "Different First Page".

Having the "Different First Page" enabled creates an issue for the rest of the document when "Next Page Section Breaks" are used, these are essential to being able to modify the footers from section to section.

In short can the properties of a Building Block Cover Page be changed?
