Creating a directory in booklet format - ordering and numbering pages

Ok this might be overkill in the description of the situation, however my
aim is to eliminate a lot of back and forth on what is needed (and I admit
novice level in publishing use of newsgroups etc.). I have bought the
program but not opened the box, as I wanted to know about this before
deciding to keep it or not.

So here is the whole situation ----

I have a memebership directory to reproduce (but of course this same
situation applies to any directory, catalog, book, etc.). This directory is
a 24 page booklet inside a cover. The pages when laid flat the way they
will be printed measure 9" x 8.5" (probably printed 11 x 8.5 landscape and
cut down to size). To form the booklet these printed pages are of course
folded in half to create a final booklet size of 4.5 x 8.5. So when
creating the booklet, the information on pages 1 and 24 share one side of a
printed sheet and pages 2 and 23 the other; pages 3 and 22 / 4 and 21 the
next sheet and so on.

Some detail on the contents -- About half the booklet is information that
can be designed to fit on a single page, the other half of the booklet is a
continuous alpha listing of members names. In this case page 1 is an inside
title page with some quotes and page 24 is the directory listing for the
last 6 member names starting with the letter 'Z'. Page 2 is another one
page of acknowledgements and 23 the 'Y' & Z' names that preceed those on 24.

My quest is to avoid having to lay this out manually cutting / pasting page
by page, constantly revising for fit, etc. using some sort of a 'column'
format. Does Publisher have a function that will --- after
a.. 1) inputting the information in the order to be presented in the final
document (with hard page breaks where appropriate to keep the title page,
acknowledgements, table of contents, etc. alone on their pages for example)
and
b.. 2)selecting the size of each final booklet page,
arrange the information on the appropriate sheets for final printing (and of
course assigning page numbers for each page)?

Does this make sense? Yes, lazy maybe, however it seems to me that there is
no reason to have to do this by hand in today's day of automation. Will the
program do this for me? This is probably a straightforward set of
menu selections, right?
