Creating subheading under a heading in PWA

Hi,

We in our company is planning to track requirements through the Project
server. e.g we plan our project like:
requirement 1
-Dev
-Test+problem solving
-Problem solving + test regression
By this way we can track the state of the requirement .e.g if it's in dev
phase or test phase or completed.
We also want to track base data .e.g # of committed requirement, # of
already developed/tested/completed requirement.
Any idea how can i achieve such a tracking method? I was trying to have a
stoplight indicator for the deviation in the planned vs actual deliverables
but that seems to be not working.If anyone can give some idea that would be
helpful . I have the stoplight indiactors for schedule & effort. But unable
to do something for the requirement scenario.

If we can not make a stoplight indicator another option i am thinking is to
have a column called requirement & have subheadings under it. So that user
can input their data as needed. Can we do that?

We are using Project srever 2003.
