How can I create one cross-reference to "figures 1 and 2" instead of two
separate ones?

You can't. Even though your figures are together now, apparently, after
editing they may end up separated, in which case the reference to one would
be lost. You can always type such a cross-reference, but the whole idea of
such fields is to make the references dynamic, and possibly hyperlinks.

It's a bit fiddly, but it can be done.

1. The first thing you must do is insert the separate cross-references to
Figure 1 and Figure 2. This step is necessary to create bookmarks in the
figure captions. So type "figures [insert cross-reference to Figure 1] and
[insert cross-reference to Figure 2]."

2. Now go to the actual caption for Figure 1 and select just the 1.

3. Open the Insert | Bookmark dialog and check the box for "Hidden
bookmarks." Select the radio button for "Location."

4. The bookmark that is currently highlighted is the one for the caption you
have selected, so click Add. The bookmark will now be moved to include just
the number.

5. Do the same for the Figure 2 caption.

6. Now go back to your cross-references and update them (F9).
