css link not working

I developed a web site which was designed with MS
borders. I have recently delved into css and although I
can get inline/embedded styles to work, I cannot link to
a .css page. The link shows in the code page and worked
fine while working on a certain page, but I am unable to
link any of my original pages to it. I removed the link
referring to shared borders, but all I have now is a
blank space where the MS borders were and the css style
should appear. Any suggestions?

Shared borders don't affect CSS
- but if you have a theme applied it will rule over the css
