Both the /c and /s switches tie to the use of matching
{SEQ} fields in locations in your document. For example,
from Word 2003 help for "TOC field"

\s Identifier
Includes a number such as a chapter number before the page number. The chapter or other item must be numbered with a SEQ field.
Identifier must match the identifier in the SEQ field. For example, if you insert { SEQ chapter } before each chapter heading, { TOC
\o "1-3" \s chapter } displays page numbers as 2-14, where "2" is the chapter number

[I forgot to note earlier: Word 2003 - Windows XP]
I have experimented a great deal since making this original post but still
cannot get the section numbers to appear in the TOC. I have modified the TOC
code to read: {TOC \s section \o "1-4" \h \u} but this inserts all zeros in
front of the page numbers - not the actual section number. Isn't there a
way I can refer to the section-page number I have in the footer and have THAT
appear in the TOC? >>
