custom sizes and importing graphics

I'm trying to create a custom-sized horizontal literature piece that is 9"w x
8"h and folds to 9"w x 4"h to fit into a standard #10 envelope. I can create
this document in the page setup and the blank document appears on my
pasteboard. However, when trying to import pictures and graphics into the
document, the pictures or graphics don't appear. I'm able to click on Insert
- Picture - From File and click on the picture or graphic I need to import
and it allows me to click through. But, on the document pasteboard, a blank
box appears (though, the blank box is the size of the graphic). I can see the
pull tabs on the border to resize the graphic, but the inside of the box is
white. I've also print previewed it and it doesn't show. I've tried high res
(17MB) file sizes to low res (3KB) sizes and all graphics and pictures do the
same thing. I can import graphics into standard-sized publications (such as
81/2" x 11") without any issues. I've also had this problem in the past with
custom-sized publications like this and was not able to import graphics into
the document.

What am I doing incorrectly? Or, does Publisher have the capabilities to
work with such custom-sized documents or do you need Adobe Creative Suite to
do these more in-depth graphic-design types of pieces?

Thanks for your help.

Thanks Mary. It appears it is something with my video card or perhaps my
processing power needs to be higher. Today, I am able to import graphics into
the custom-sized Publisher document.

Thanks again!
