Customize button not responding

Does anyone know how to fix this problem:

When I am in Outlook Today, I get no response when I
click on the "customize Outlook Today" button.
Unfortunately, any help offered under the help menu does
not address the issue.

Outlook 2000? (It's a good idea to tell us the version)
