data files remain open after office is closed

I am having problems transfering data from VMS to word. Data files remain
open on the individual user's computer which does not allow the data to
transfer. The programs using the data file have been closed, but still it
seems like someone/something is accessing the files preventing the tranfer.
Does anyone have any suggestions as to why this is happening or how to fix it?
