Data Link Error SQL Server 2005

I get the error message "test connection failed because of an error in
initializing ;provider. " I am using the default system administrator login
with no password. I have SQL Server services running. I'm trying to open a
Project file in Access 2007 that was a Access 2003 file.


"Login failed for user sa the user is not associated with a trusted SQL
Provider"

I cannot find the Create Project command menu in Access 2007 to create a new
project? I couldn't find how to add myself as an administrator to the SQL
Server so I could link to it. Can you help me?

I tried to download the developer extension to Access 2007 like the one in
Excel 2007. I downloaded it and I can't figure out if it is installed. My
computer restarted. I can't find the download either.
