Is there a way to set the default page the Visio document starts on when the
file is opened? I'm assuming I will have to write a macros for it but am not
sure how to get it to run on open.

Just create and use a shortcut to that document.

A lot of my startup problems were solved when I used a template document as
the basis for all docs my users open/create inside my app. Much more stable
after that realization. The page opened first is the last active one in the
template when you save the template before distributing the app.

If you look under Help => Customizing, there are a couple of entries worth reading.

Command-line switches for Microsoft Office Visio 2007 will help you control Visio startup actions

Create a desktop shortcut for an Office program or file will show you how to launch Visio and specify a particular startup file.

Basically, you are going to create a shortcut or batch file that starts Visio with a specific named drawing. Macros are generally used once the Visio drawing or template containing the macro has been launched.
