Deleting rules in outlook 2003

I have tried to delete several rules that I set up a while back in Outlook
2003, however when I open the "Rules and Alerts" dialogue box again after I
have deleted the ones I want to get rid of, all the rules I deleted are back
there. How do I permanently delete these?
