designing forms in outlook the form menu does not appear?

I am trying to design some forms in outlook 03. Yet the forms menu does not
appear. I have turned of "use word as email editor" and still does not appear
and the propeties button is greyed out.

and the propeties button is greyed out.
In Outlook 2003, if you open a new message item, and click Tools, the menu does
not contain a Forms button. This is by design. If you open an existing
message, you can click Tools, and the menu does contain the Forms button.

By design, what you are supposed to do is, from the main Outlook Application
window, click File -> New -> Choose Form and you can use the Tools menu to begin
to design the form you instantiate. You can also get to the Choose Form button
from the dropdown control next to the New Button.

Why this strange mechanism in the Design of Outlook 2003? Presumably so that
the unknowing and unwary can't stumble onto the Design Mode transformation by
randomly poking around at the buttons in the Main Application window.

I can get into the design of the form . My main issue is renaming the tabs
on the new design. Apparently this is doen of of the form menu once in design
mode. But I do not get a forms menu. Found a post that said turn of using
word as email editor to fix problem . but still does not fix it. any ides?

It sounds like the design of the form is hosed. Choose to design a form of the
same basic type, and see if the form menu gives you the rename option. If it
does not, then consider re-installing outlook and be sure to specify all the
development options.
