Designing Newsletter for 11 x 17 Commercial

I have been asked to do the following by a print shop:
"If publisher will allow you to set it up in printers flats instead of 8
separate pages that would help tremendously. Printer's flats would be an 11"
x 17" page (horizontal) with the following page orders:

Back (or page 8) & Front - side by side in that order (left to right)
page 2 & page 7 - side by side in that order (left to right)
page 6 & page 3 - side by side in that order (left to right)
page 4 & page 5 - side by side in that order (left to right)"

Can I do this with Publisher 2003? If so, how?

This can be done.
Under File > Page Setup > Printer and Paper, set your printer's page size to
Tabloid/11x17.
Under File > Page Setup > Layout, set the page setup to Booklet.
