If by 'dictionary' you're referring to being able
to look up definitions then Office/Word 2003 offer
that ability through the research task pane (Ctrl+F1)
there's also some ability to work with the MS Encarta
packages,

the online Encarta services -
http://encarta.msn.com
As Mike pointed out, grammar and spelling checkers
are provided (in 3 languages with the English language
editions). Additional proofing languages are also available.

Corel Word Perfect has a dictionary component easily available to the user.
