Disabled/Disappearing Accounts Menu Item

I have a customer who's reporting that: in Outlook 2000 clicking on the
"E-mail accounts" menu item does nothing, and that after a fresh install of
Outlook Express, The "Accounts" menu item normally visible under tools isn't
there.

I know these two technologies are technically unrelated, but ... what would
cause them to BOTH disable their accounts configuration?
