Discussion Group help please

Hello All

I would like to create a news group for my work that allows posters to ask
questions which are then redirected to an expert in that field. Example a
Vet asks a question about an Cat (he's a Dog Specialist) I would like that
post to be flagged and mailed to a Cat Specialist.

Can this be done and how

You will need a server side "help desk" or forum application
- depends on what you host supports for server side scripting and a database
