Document Library Permission

I have a project workspaces created by Microsoft Project Server 2007 (which
uses WSS 3.0)
I have created document library and gave the “Full Control†permission for
one user only to be able to Create New Document from within the Document
Library
I am using Form Authentication
The “New Document†action is not showing
What else should I do to get this works
