document properties

I'm trying to make searching for word and excel documents eaiser for my
users. Right now they don't use the properties feature of the programs. But
I want consistancy also. I'm trying to see if there is a way of setting up
a default list of keywords that user have to choose from for document
properties.

Give each user their own folder to save and open to/from, and then point
whichever Office program in use to the location of the individuals folder..

TOOLS - OPTIONS - File locations - modify..

We have a folder structure setup by client name and types of documents so
each user may go back and forth between folders often depending on what they
are working on. And more than one user may need to access to the same
documents. We're talking hundreds of folders. That is why I want to use the
search capabilities within the office programs and windows explorer. I
thought by using the properties page of the document and adding keywords it
would be easier to find a document that without knowing the exact name or
folder.
But I also want consistancy, that's why I'd like to find a way to create a
default list of keywords.
