I have microsoft publisher 2000 and would like to up-grade it to microsoft
publisher 2003.

Jeanne's copy of Publisher 2000 qualifies her for the upgrade to either
2003 or 2007, which would be less expensive (even accounting for you
paying her for her copy of 2000 at market prices) than buying the
non-upgrade version of Publisher 2003/2007.

I can vouch for it.. Pub 97 is a really well engineered and
ergonomic program (having just finished laying out a 430 page 8x10 book
with an average of 1.5 color illustrations per page)

I wonder if Pub 2000, 2002, 2003 or 2007 are any better or do
they slide into bells and whistles adding little or nothing ?

Publisher 2003 was a giant leap ahead of Publisher's before it. If nothing else
the program eliminates the bloat so prevalent in earlier versions. The catalog
merge is great.
Publisher 97 had some nifty templates that were left out of all the newer
versions. The Monday calendar option was never included after 1997.
