Download without privelages

My users run my Windows application and run FTP protocol to upload some
executable (some other excitable) to my site.

On other occasion they use IE browser to download the executable (that was
earlier uploaded ).

Problem is that the ftp directory that holds the uploaded executable won't
allow a download without user/password.

Is there a solution to this problem?

Contact your host
FTP folder permissions has nothing to do w/ FP
