Drawing Lines under Text

I am trying to create a form. The higher ups was lines so
they can type text onto those lines. However, I am unable
to get the lines to place directly under the text, they
are either up too far or down to low.

I have work with the paragraph tool and tried to nudge the
lines to no avail.

I don't want underlined text, I want lines on the form
itself.

Make a "graphic" of a Line in MS paint, save it as a Black and white BMP
file then insert the file and float it on the page "behind" the text.

The easiest way to do it would be to create a table. Turn
off all borders on the table (Alt+Control+U) then add the
lines back where you need them.
