I'm using only full days for scheduling (i.e., not hours), yet the duration
caclucation is coming back in partial days. Why?

Duration is always stored and computed to the minute by Project. The
ability enter and display durations in days, weeks, etc, is there only for
convenience. Fractions of a day in the displayed duration will result
whenever a calculation happens to come out to something other than an
integer multiple of the "hours per day" setting.
