E-Mail Problems

My e-mail account management has become corrupted? I'm not sure. I have
several e-mail accounts from three different companies. One is an ISP, one
is for a replicated website, and the others are from my own domains (all on
a single shared server with a single master account). Yesterday morning I
changed the server and login information for those with my domains to a new
server (new hosting company). Everything seemed to be working okay in the
morning, but in the afternoon things went haywire and Outlook began
exhibiting the following symptoms:
1. It created a phantom 'second copy' of one of the e-mail addresses - I'd
create it, and there would then be two of them on the list.
2. When I tried to delete it,sometimes I got the message, "The specified
account was not found. It might have been deleted."
3. Only the default e-mail address (there are a total of 13 e-mail addresses
set up in Outlook) is listed in the Accounts drop-down list when opening a
new message.
4. I was unable to edit the Send/Receive Groups (the button did not bring up
the edit dialog).

Last night I uninstalled and reinstalled MS-Office 2003, and downloaded &
installed all updates. When I restarted Outlook, it was already set up with
the right Outlook file, as if I had never uninstalled/reinstalled. However,
the same problems remained. This morning, I tried deleting all my e-mail
accounts and recreating them. Now I have new problems:
1. I've set up two accounts so far. When I try to make one the default
e-mail account, I get the message, "The specified account was not found. It
might have been deleted."
2. As a result, I have no e-mail accounts available to me for sending e-mail
(nothing in the drop-down list when opening a new message.
3. The "Personal Folders" is the default e-mail. I don't really know why
that's even one of the 'accounts'.
4. There is no longer a Send/Receive button in my button bar, or in the
Tools menu.
