I have baselined my plan and set a resource rate of $1.00/hr
As I track the plan and enter actuals, i see the ACWP numbers, but the BCWP
and BCWS numbers are stuck at zero. I've tried changing the status data from
NA to dates both in the past and in the future, but BCWP and BCWS are still
zero for tasks that have even been completed. What am i doing wrong ?

Did you really baseline and then set a resource rate? If so, then you did it
wrong.
Set resource rate and assign resources first. THEN baseline. Insert the
baseline cost column and see what values are in there (insert menu / column)
