Editing Restrictions - Word 2003 vs. Word 2000

Is there any way to open a document and USE the "Editing
Restrictions" feature (that is new in Word 2003) in Word
2000, 97 etc.

No. If you set editing restrictions in Word 2003 and open the document
in any earlier version, the behavior is as if you had used Tools >
Protect document on the entire document.
