Email & System Administrator

I am using XP Professional. I have Outlook 2003. When I
try to click a link in an email I get the following
message:

"The operation has been canceled due to restrictions on
this computer. Please contact the system administrator."

I am the only one with an account on the computer. How do
I fix this problem????
