email TO groups of clients

Does anyone know if Outlook enables a person to SEND a
single email to many recipients (not using BCC) whereby
each recipient thinks he/she is the only person getting
the email? Or is some special program needed.

Outlook + Word does: It's called mail merge. Or use a third-party tool --
