I use 2 pop3 accounts. I cannot send any kind of email or forward emails.
they get stuck in the outbox. I have tried to hit send/receive and that does
not seem to help either, I receive emails from both accts but I cannot send~

Double check the settings on the account properties, especially the Outgoing
server settings.
Make sure the servername is correct (as supplied by your ISP) this is often
different from the incoming server name.
Your ISP may require authentication, if so make sure this is enabled and
that the account name and password are correct.

There should be an error message in the Send/Receive Details window.
