MS Outlook and MS Outlook Express *are* email clients. Perhaps you meant to
ask, "Are their any free Web mail services that will work with either
Outlook or Outlook Express"?

Somebody has already mentioned GMail. I have a yahoo.co.jp account that
works; but the site is written in Japanese. A yahoo.co.uk account should
work. I have a free GMX mail account; but that site requires you to
understand German. MyRealBox wasn't taking new subscribers, last that I
checked. There are probably a lot of others, if you can phrase the Google
search terms properly.

Outlook and Outlook Express are both email clients. They'll work with each
other and with any other email client you wish to use. In other words,
email clients don't "work with" each other. One email client, in general,
cares nothing about any other email client (but see below).

An email client works with an email server. Perhaps you're asking about
free mail servers that you can use with Outlook and Outlook Express.

NB: Outlook and Outlook Express are a little unusual in that Outlook
requires the presence of Outlook Express because it uses some of the
latter's DLLs.
