Emails Don't Download Automatically

When I open my Outlook, I want all my emails to download
into my Inbox without having to hit the Send/Receive
button. This is not happening now. I am using Outlook 2000
in a Windows XP Pro OS. It also happens with Outlook 2003
in XP Pro OS. I have Norton AV 2004 protecting the system.

Can this behavior be changed?

Answer depends on your mail account type and connection type, which you have
yet to mention.
