ending programs when restarting

When I have to restart, end program comes up with WndProc, or MCCUSA
WIndow, and I have to maually shut down.

Hello,

Outlook sometimes doesn't shut down properly.
It stays active in the background.
You can see it when press Ctrl-Alt-Del at the processes-tab.

I've downloaded 'Outlook Shutdown Addin' at:

Outlook now shutsdown properly after closing it.
