Enter Network Password pops up all the time in Outlook 2003

This is driving me insane. Using Outlook 2003 with SP3 on an XP Pro machine.

My POP3 (att.com) LoginID and Password are CORRECT !!! But Outlook keeps
popping up the "Enter Network Password" screen when the Send/Receive triggers.

I followed a posted link to the Registry "fix" - but I do not have the data
as that help link suggested in my registry.

Clearly this seems to be happening to more than just a few of us. Isn't
there an official "fix" from Microsoft on this problem? Like an "exe" that we
can run that fixes this? like I said, this is driving me nuts and just
recently started on my system. (Started about 2 months ago.)
