Entry Proposal/Project Lifecycle

Hello!
I have several question regarding proposals and projects creation,
publishing and checking in.
If creation is the simple one to understand, i can't understand publishing
and checking in. And i haven't found comprehensible info on it.
What are these two options mean to the project lifecycle and project
management as discipline?
May be the question is a silly one, but, please, somebody answer it or point
to a link that could clarify it.

One more question is about proposal approving...
I try to do it by an external workflow. And it seems ok. But after approving
State of proposals is Proposed, - not Approved.
Could some body tell me where i am wrong?

Hi,
Saving a project saves it to the drafts database. It allows PMs to modify
projects without letting anyone else see their modifications (they are not
available via PWA if they have only been saved). Publishing a project then
makes the project available in PWA, and notifies any resources of assignments
that they have.

Is your explanation true for proposals as well?
