eroor 1706 when logged on as power user

I receive error code 1706 when trying to open word,
outlook, etc. when logged on as power user. This does not
occur when logged on as administrator. This error message
also appears when trying to open a non-microsoft program.
If I hit "cancel" the error screens eventually disappear
and the program will open.
Computer is running windows 2000, office 2000 with
service pack 1 & 2 installed.
Resolution ideas?

Had a similar issue w/ Office 2K and WinXP ...

Uninstalled Office 2K via Control Panel (which apparently edits the registry
but doesn't affect the office files themselves) - Reinstalled Office 2K (no
service packs) ...

Error 1706 is gone when I run from a limited account - Help/About reports
Office 2K - SR-1 SP-3 ... (but Add/Remove reports this as only Office 2K (no
sp's)) ...

I suspect that my exe's are the patched versions ...
