error message in configuration

I receive the following error in outlook express

0x8064104E,8.
I says outlook express is incorrectly configured when I
try and use my address book or open attachmenst. Can
anyone help

I have outlook express 6 and windows xp. I think I
screwed something up in the user accounts.
