error message: publisher cannot open this file

I used to be able to create a custom border for my publisher projects. Now
everytime I try to, I click on the clip art I want, but then it says
"publisher can't open this file". So, I can't do any custom borders.
Anybody know how to fix this?

Just standard clip art. I open Publisher, draw a box, then try to format it
by clicking on "border art" tab. Then I go to the "create custom" tab.
Then a pop up "Create Custom Border" pops up and I put my search term in. I
can go through all of the steps, and it even asks me to type a name for it.
But then it says that it can't open the file. Any ideas? Thanks so much.
