Error message regarding "SBCMSYNC.DLL’ is not a valid Office Add-.

I just finnished adding the latest Office 2003 updates and now when I try to
send a MS Internet Explore webb page link I get the following message:
‘C:\Docments and Settings\Ted Van Decar\ Application Data\Microsoft\
Addins\C:\Program Files\Microsoft Office\Office\SBCMSYNC.DLL’ is not a valid
Office Add-in.

I have restarted several times.
Dell 4600 Pentium(R) 4cpu 2.6 GHz, 1.00 GB RAM. Window XP and Office 2003
