error message when re-installing ms office 97

I had to reinstall ms office 97. we were having problems
with our computer so I did a factory restore on it. now I
am reinstalling all the software. I have done it 3 time
with ms office 97. now when I try to open one of the
programs i get a message that says

" application must be installed to run. Please run setup
for the location where you originally installed the
application."

Am I missing something or what. I have run the setup 3
times and cannot figure out why I cannot operate the
