Error opening publication

I just insatlled MS pub 2003 and am having problems opening projects
made in earlier versions.

It asks if I wish to go to safe mode to open these..

Is this a new way of desaling with upgrades?

What can I do to avoid this?

Double-click the file rather than opening it from the Publisher program.

Are you offered any error messages?
Are you using Norton products?
Are you using a new Operating System?
Can you forward me a troublesome file? (e-mail address removed)
