error value 1639

Hi,
I am trying to install MS office 2000 Std. I am getting the following error "Invalid Command line argument. Consult windows Installer SDK for detailed command line Help". If I run the ms office setup from the local administrator login or other user ID I don't getting any error .. but if I try to login though this specific user.. then only I am getting this error.. This user is having a admin rights for installation. I did rename the existing windows profile and created a new profile... but still the problem presist...

Not getting what could be the problem...
