Error with Office 2003 at a Win 2003 terminal server

Hello!

I always get the message "The function is not available, contact
system administrator." in Microsoft Office 2003 Norwegian after I log
into a Windows 2003 terminal server with an ordinary user.

What is wrong? I have installed it the way Microsoft wants me to
install the application at a terminal server.

Every other applications that I have installed works fine.
