EV calculations: misuse, problem, or "feature"?

I am seeing that anytime a task is running ahead of schedule the BCWP (EV)
and ACWP (AC) values seem to hit an upper limit of BCWS (PV) and the SPI and
CPI do not calculate correctly. If you lower the % complete below what was
scheduled, BCWP, ACWP, SPI, and CPI all calculate correctly.

I am working in a two-task test project where the resource has a $1/hr rate
for standard and overtime.

Am I doing something wrong, is there a problem with Project, or is this how
Project is supposed to work? If the last then can you explain why?

I think maybe your recalculation options are not set properly for Earned
Value. Under Tools, Options, Calculation make sure that the two check boxes
that begin with the word "Move" are checked.

After revising your % Complete values, go to Tools, Tracking, Update
Project, Reschedule uncompleted work.

Thank you for taking the time to reply. I followed your directions but the
steps did not result in an SPI >1 which is what I am seeking for when a task
is running ahead of schedule. Any other thoughts?

So that you can reproduce what I am doing: I have a task starting on a
Monday with a 5 day duration and 20 hours of scheduled work. The resource
charges at $1/hr standard and overtime. I baseline the task. On the
Thursday, I enter 10 hours of actual work and indicate the task is 90%
complete (I have decoupled the % complete and the work % complete). This
indicates a situation where either it will not take the full 20 hours to
complete the task OR that the remaining 50% of the hours will finish the
remaining 10% of the deliverable hopefully in the remaining 20% of time
("hopefully" or the task runs late). In any event, the SPI should be 90%/80%
= 1.125 where 90%=% complete=earned value and 80%=planned value = 4 of 5 days
have gone by. SPI could also be $18/$16 = (90% x 20 hours budgeted x $1/hr)
/ (4/5 days planned have passed x 20 hours budgeted x $1/hr) = 1.125.

In Tools, Options, Calculation, try checking the box for "Edits to total task
% complete will be spread to the status date." When I modeled your situation
I got the answer you expected.

I fond you would be asked to change the start date of the task if set Proj
as you told us. How to avoid this?
