In Excel 2000 If I type the number more than 16 character
in a cell, as result it's round up/down the value.

For E.g. : Input Number : 10166100010005622
The result will be : 1016610010005600

Excel (and most other computer apps) use IEEE convention for numbers and
have a limit of 15 digits. I suspect your 16 digits do not represent a real
number (you will not be doing arithmetic on it), so type a single quote
before you enter the number to make it text OR format the cell as Text
before entering the 'number'
